I'm 14, wanting to get a job (and don't say I can't because its different among states) and I'm not sure how to do the whole employment certificate thing. How can i get one?

You are Correct it is LEGAL to be gainfully employed in every state at the age of 14 or older.
an employment certificate shall be approved only by the superintendent of the primary high school district in which the child resides or by a person authorized by him or her in writing or, when there is no superintendent, by a person authorized by the school district officers. when school is out of session contact the school districts central office for the location of the issuing officer for work permits.
