Reply:www.seafarers.org/phc/ is where I got started 12 years ago. Its free except for transportation, physicals, and coastguard testing. Check out Norwegian Cruise Lines for non- deck or engine jobs. Heading there myself next week.
Reply:The easiest and cheapest way is to the join, the Navy. Make some cash get some training and education there and then decide if you want to stay or take your training elsewhere. Good luck.
